A complete guide to the Persona 5 Royal fusion system - Guillotine, Electric Chair, Gallows, special recipes, and Fusion Alarms.

The Velvet Room, managed by Igor and his attendants Justine and Caroline, is where all persona fusion takes place. You gain access to the Velvet Room early in the game and can visit it at any time from a safe room or the real world.
Fusion is the primary way to create stronger personas. Rather than relying solely on recruiting shadows through negotiation, fusion allows you to combine existing personas into more powerful ones with better stats and skill loadouts.
There are six main fusion methods available in Persona 5 Royal, each serving a different purpose. Mastering all of them is key to creating optimal persona builds.
Combine two personas to create a new one. This is the core fusion mechanic you will use throughout the game.
Select two personas from your stock. The result is determined by an arcana combination table: each pair of arcana produces a specific result arcana.
Within the result arcana, the specific persona is determined by averaging the levels of the two ingredients. The fusion picks the highest-level persona in the result arcana whose base level does not exceed the average.
For example: fusing a Level 10 Fool persona with a Level 20 Magician persona yields an average of 15. The result will be the strongest persona in the result arcana that is at or below Level 15.
The resulting persona inherits a random selection of skills from both parents. The number of inherited skills depends on the result persona's level and the total skills available.
Personas registered in the compendium can be resummoned for a yen cost, so do not hesitate to fuse personas you want to keep. Register them first, then fuse freely.
Certain powerful personas require specific multi-persona recipes that cannot be discovered through normal fusion.
Special fusions require 2 to 6 specific personas as ingredients. These recipes are fixed and cannot be altered.
Many treasure demons, ultimate personas, and third-semester personas require special fusions.
Examples include Yoshitsune (requires specific ingredient personas), Alice (requires specific combinations), and the ultimate personas for each Confidant arcana.
Special fusion recipes are unlocked by progressing Confidant ranks. The ultimate persona for each arcana requires maxing that Confidant to Rank 10.
You can view available special fusions in the Velvet Room by selecting the special fusion option from the menu.
Sacrifice a persona to transform it into a powerful item, weapon, or skill card.
Each persona produces a specific item when sacrificed in the Electric Chair. This can be a weapon, armor, accessory, or skill card.
The item produced is fixed per persona. Check the itemization table to see what each persona yields.
During a Fusion Alarm (random event in the Velvet Room), Electric Chair results are upgraded to stronger versions of the same item type.
Alarm itemization can produce some of the best equipment in the game, including accessories with powerful passive effects.
Skill cards obtained this way can be used to teach skills to any persona, bypassing normal inheritance restrictions.
Sacrifice one persona to grant experience points and potentially a skill to another persona.
Select a base persona to strengthen and a sacrifice persona. The base persona gains EXP based on the sacrifice's level and arcana match.
If the sacrifice persona shares the same arcana as the base, the EXP bonus is significantly higher (roughly 1.5x).
There is a chance the base persona will inherit one random skill from the sacrifice. This is one way to pass specific skills to personas that cannot normally learn them.
During a Fusion Alarm, the Gallows provides boosted EXP and a higher chance of skill inheritance. The inherited skill may also be upgraded to a stronger version.
Gallows has a cooldown: after using it once, you must complete a few battles before it becomes available again (unless a Fusion Alarm is active).
Fuse three or more personas at once. Required for many powerful special fusion recipes.
The Group Guillotine allows fusing 3 to 6 personas simultaneously. This is primarily used for special fusion recipes.
Unlike normal 2-persona fusion, Group Guillotine fusions always produce a fixed result. You cannot experiment with random combinations.
Many of the strongest personas in the game, including ultimate and DLC personas, require Group Guillotine fusions.
All ingredient personas must be in your current stock (not just registered in the compendium). Resummon them from the compendium if needed before attempting the fusion.
The Velvet Room will show you which Group Guillotine recipes are available based on your current Confidant progress.
Rarely, fusion goes wrong and produces an unexpected persona. This can sometimes yield rare results.
Fusion accidents occur randomly and produce a persona that is completely different from the expected result. The accident result is typically random.
During a Fusion Alarm, the chance of a fusion accident is significantly higher. If an accident occurs during an alarm, the result is more likely to be a high-level or rare persona.
Some very rare personas can only be obtained through fusion accidents during Fusion Alarms. This includes certain treasure demons and unique personas.
You can increase accident chance by fusing during Fusion Alarms and by using personas at extreme level differences.
If you get an unwanted accident result, reload your save. Fusion accidents are determined at the time of fusion, not when you enter the Velvet Room.
Normal (2-persona) fusion results are determined by an arcana combination table. Each pair of arcana maps to a specific result arcana. The table is fixed and does not change throughout the game.

This is a small sample. The full arcana combination table has hundreds of entries. Use the Fusion Calculator to look up any specific combination.
Once the result arcana is determined, the specific persona within that arcana is selected based on level averaging:
Result Level = (Persona A Level + Persona B Level) / 2 + 1
The game looks at the result arcana and selects the highest-level persona whose base level is at or below this calculated value.
If the calculated level matches a persona you already have in your stock, the game skips to the next highest persona in that arcana to avoid duplicates.
Treasure demons are excluded from normal fusion results. They can only be used as ingredients, not produced.
Some personas with special fusion requirements cannot be produced through normal fusion regardless of level calculations.
When fusing personas, the resulting persona can inherit skills from both parents. In Persona 5 Royal, you have full control over which skills are inherited (unlike earlier Persona games where inheritance was random).
The number of inheritable skill slots depends on the result persona's level: higher-level personas can inherit more skills.
Each persona has an inherit type (Physical, Fire, Ice, etc.) that determines which skill categories they can inherit. Check the Skill Inheritance Chart for details.
Unique skills (marked with a star) cannot be inherited through fusion. These are exclusive to specific personas.
Plan your fusion chains carefully. Passing skills through multiple fusions lets you create personas with ideal skill combinations.
Fusion Alarms are a new mechanic in Persona 5 Royal. They trigger randomly after battles in Mementos or Palaces, indicated by a siren in the Velvet Room. During a Fusion Alarm, all Velvet Room services produce enhanced results:

Warning: performing a second fusion during the same Fusion Alarm guarantees a fusion accident. Use this strategically or avoid it entirely.
